영국의 상하원 의원들이 조만간 미국 정부 대표를 초청해 다양한 북한 인권 문제를 논의할 예정입니다. 영국 외무장관에게 중국의 탈북민 강제 북송 문제에 관한 서한도 발송할 계획입니다. 안준호 기자가 보도합니다.
영국 의회의 ‘북한 문제에 관한 초당파 의원 모임(APPG-NK)’이 몇 주 안에 미국 정부 대표들과 북한 인권 문제에 관한 협력 방안을 논의할 것이라고 이 모임의 티머시 조 사무국장이 10일 밝혔습니다.
조 사무국장은 지난해 10월 중국에서 강제 북송된 탈북민 김철옥 씨 문제와 관련한 APPG-NK의 입장을 묻는 VOA의 질의에 “미국 정부 대표를 영국으로 초청해 북한 내 정치범 수용소와 투옥, 고문, 인도주의적 위기, 종교 박해와 송환 등 북한의 지속적인 인권 침해 문제를 다루기 위한 APPG-NK와 미국 정부 간 협력에 대해 자세히 논의할 예정”이라고 말했습니다.
또한 “중국 당국의 탈북민 송환 문제와 관련한 서한을 데이비드 캐머런 영국 외무장관에게 보낼 예정”이며 “이는 (김철옥 씨의 언니) 김규리 씨 등과 논의한 사안”이라고 말했습니다.
[조 사무국장] “In the coming weeks, we plan to take a few steps. We will be sending a letter regarding the repatriation issues of North Korean refugees by Chinese authorities to British Foreign Secretary David Cameron, a matter which the Secretariat has already discussed with Kyu-ri Kim and others. Additionally, we're expecting to host a representative from the US government in the UK, where we will further discuss collaboration between the APPG North Korea and the US Government in joint efforts to address ongoing human rights violations in North Korea, including prison camps, imprisonment, torture, humanitarian crises, religious persecution and repatriation.”
지난해 10월 강제 북송된 김철옥 씨는 일명 ‘고난의 행군’ 시절이던 1998년 열다섯 살의 나이로 굶주림을 견디다 못해 탈북했습니다.
탈북 후 중국 산간오지로 팔려가 자신보다 서른 살가량 많은 남성과 결혼해 열여섯 살에 딸을 낳고 살다가 지난 4월 중국 공안에 붙잡혔습니다.
가족들이 중국 공안과 서울 유엔인권사무소, 한국 외교부 등에 구명을 호소했지만, 결국 지난해 10월 9일 중국 항저우 아시안 게임 폐막식 다음 날 다른 탈북민 수백 명과 함께 강제 북송됐습니다.
탈북한 지 25년 만이었습니다.
강제 북송된 지 5개월이 지나도록 철옥 씨의 행방은 오리무중입니다.
앞서 탈북해 영국에 정착한 철옥 씨의 언니 규리 씨와 유빈 씨 등은 철옥 씨의 이름과 사진을 공개하며 한국과 영국, 미국 정부와 의회, 유엔 등 국제사회에 철옥 씨 등 강제 송환된 탈북민들의 구명을 호소해 왔습니다.
조 사무국장은 아직까지 김철옥 씨의 행방은 확인되지 않고 있다며 “송환된 탈북민들이 지난해 10월 송환된 노동자들과 함께 어딘가에 구금돼 있을 가능성이 있지만 아직 확인되지 않고 있다”고 말했습니다.
[조 사무국장] “Regarding your inquiry, the APPG North Korea Secretariat has been in contact with Kyu-ri Kim several times concerning her sister's situation since the repatriation in October. However, as of yet, we have not been able to identify the whereabouts of her sister since the repatriation. It's possible that these repatriated North Korean escapees are being detained somewhere, along with those workers who were returned in October, but we have not been able to confirm this.”
조 사무국장은 그동안 APPG-NK는 유엔과 영국 의회에서 북한의 인권 유린과 중국의 탈북민 송환 문제를 다뤄왔다고 소개했습니다.
이어 “영국은 지난 1월 중국에 대한 유엔의 보편적 정례 인권 검토(UPR)에서 탈북민 송환 문제를 제기한 몇 안 되는 국가 중 하나였으며, 3월 제네바에서 열리고 있는 제55차 유엔 인권이사회에서도 이 문제를 지속적으로 제기하고 있다”고 말했습니다.
[조 사무국장] “The members of the APPG North Korea have been pursuing a two-pronged approach, addressing human rights abuses in North Korea and the issues of the repatriation of North Korean refugees, both in the United Nations and in the British Parliament. As you may have observed, the UK was one of the few countries that raised the repatriation issues during the China UPR in January, and continues to raise it at the 55th UN Human Rights Council Session in Geneva in March.”
실제로 사이먼 맨리 제네바 주재 영국 대사는 지난 1월 23일 중국에 대한 UPR에서 탈북민 강제 북송 중단을 요구한 바 있습니다.
조 사무국장은 APPG-NK 의원들이 중국 당국의 탈북민 대거 강제 북송이 발생한 10월 이후 여러 행사와 회의에서 정부에 지속적으로 문제를 제기하고 토론을 벌여왔다고 말했습니다.
그러면서 의회에서도 논의를 계속해 나갈 뿐 아니라 정부 차원에서도 유엔에서 탈북민 강제 송환 문제를 다루고, 동맹과 협력하는 노력을 지속해 나갈 것이라고 밝혔습니다.
조 사무국장은 “이런 문제들을 최우선 과제로 삼고, 테이블에 올려놓는 것이 중요하다”고 강조했습니다.
[조 사무국장] “The APPG North Korea members have persistently tabled questions to the Government and held discussions at several events and meetings since last October. In 2024 alone, we've already hosted three significant events with the UN Human Rights Representative and the South Korean Embassy in London, where Kyu-ri Kim attended, as well as two private hearings with Parliamentarians, all of which emphasised the concerning repatriation issues. At the government level, efforts to address these issues in the UN and collaborate with allies, as well as maintaining discussions in Parliament, will be sustained. It is crucial to keep these issues at the forefront and bring them to the table.”
조 사무국장은 또 “우리는 김규리 씨의 여동생과 (강제 북송된) 다른 탈북민들 문제를 해결하고, 송환 문제가 공론의 장에서 사라지지 않도록 우리가 할 수 있는 한 모든 노력을 다할 것”이라고 말했습니다.
이어 “우리가 김규리 씨 여동생과 다른 탈북민들을 잊지 않고 그들이 북한에서 겪는 고초를 잊지 않을 때 희망이 있다”고 강조했습니다.
[조 사무국장] “We’re committed to doing everything within our role to address the issues concerning Kyu-ri Kim’s sister and others and ensure that repatriation issues do not disappear from the public dialogue. There is hope when we have not forgotten Kyu-ri Kim’s sister and others, and the suffering they endure in North Korea.”
